Correction: That is the Virginia Tech IMPASS robot at the VT campus, probably more around 2008.

Virginia Tech IMPASS robot at the VT campus, Wheg robot around 2008 of Case Western University, Cleveland, Ohio. The wheels were rimless and spokes length were adjusted by a computer to the terrain. They study also a peristaltic lococomotion, the worm like locomotion.
